is this as weird as the “arecibo message” in 1974?

This rare footage is not often talked about and still remains a mystery.  If you have not heard about it it is called the NASA tethering incident.  Apparently there was some strange video where people thought they saw something.  This particular video axamines it in depth usning some techniques:

In addition to the three flightpath/velocity “stable sequences” analyzed in this presentation, I have also included several pan/tilt/zoom “shake sequences” from the raw flyby footage as well, showing those segments with “Image-Stabilization/Shake-Reduction” applied in an effort to make them easier to interpret. In those motion-corrected examples, I elected to use the highly visible 19695-meter-long free-drifting tether as the target feature to match and mount each successive frame of raw footage to.

Is this tethering incident bogus or is there something there?  Is this just another internet ufo rumor or did they pick up something that was unexpected?  Find out more in the video on page 2
