Ok is this actually possible?  An inventor apparently disrupts (or so the video claims) the automotive industry with an incredibly fuel efficient car:

Tyler Griffin reports on a 19 year-old who decided to build an electric car to save money on parking and gas at his high school. Mark King is the young inventor behind the electric car which only costs two cents a mile to operate.

In the intro to this vid they state that this thing is also quiet to operate and quite fast!  The inventor states that ironically he made it more of a loophole to avoid high parking costs.  And wait a minute, that is at his high school!
