What caused this illusion?

People have been calling it a floating city. What is this thing? It is some kind of mirage, not an actual physical city. That being said they still do not know exactly what caused this. Some think it is an unusual combination of clouds, air pollution (which can be extensive in certain areas of that region) and sun.

A lot of international news outlets and sites have picked up the story. There are an equal amount of viral videos of this physics phenomenon making their rounds as well.
