They’re serious.

As we live in an ever more industrialized world there is abundance but a lot of inefficiencies in many of the processes.  Basically a lot of what is taking place is not sustainable.  So some architects and planners have theorized about making actual floating cities, including one or more shaped like a stingray.  Their reasoning is that they think they can combine many daily functions into a more efficient system.
