Will “Floating Cities” Be Inhabitable In The Future?

Would you live in one of these?

Designers have a vision of the “stingray” shape city and they already have a prototype.  On the next page there is a video covering such cities.  Is this a reasonable idea?  They seem to think it will be efficient and have some sustainable properties.  Here is a bit more about this idea:

Not that long ago, a Japanese company put forward a project of a floating artificial city — a giant floating island that can become a home for at least 100,000 people. The city of the future will look like a colony of giant water lilies.
There is another project about the construction of new cities in the sky. The designers can already give the dates.

Here is the name of the designer that came up with the idea:

Jacques Rougerie says he has a special affinity for the sea, which makes sense—his life’s work has been designing aquatic architecture. Rougerie’s SeaOrbiter ship, a fantastical roving laboratory that has been described as “a starship Enterprise for the water,” is currently under construction. And his next design, for a floating city where up to 7,000 ocean-loving humans can live, is an even more extreme demonstration of his passion for the underwater world.

Is this feasible or complete fantasy?
