NASA And This Company Join To Make A “Tractor Beam”

Uhh..Is this a good idea?  We’ve all seen science fiction movies about tractor beams pulling in space ships and the like.  Now, they may actually begin to attempt on a small scale to make an actual tractor beam:

    Not sure how this applies to space right now. You can’t tractor a object from another spacecraft. The 2 objects would be pulled together. The tractor beam works in sci fi, because those use advanced propulsion and are static in space.
