Who or what made these and with what tools or technology?

In Baalbek, Lebanon there are some mysterious stones that are absolutely enormous and they are very mysterious.  In the video they mention that theories of Roman origin have been discussed.  However he refutes it with some strong archaeological evidence.  He also seems to think these huge stones pre date the Greeks, Romans and Egyptians, and were made by an unknown civilization.
